Analysis
Adoption of this substitute resolution by at least two-thirds vote of the Common Council of the City of Milwaukee will approve the surplus declaration and blight designation of said City-owned properties for acquisition by the Redevelopment Authority of the City of Milwaukee pursuant to Section 66.1333, Wisconsin Statutes.
Body
Whereas, On June 14, 2005, by adoption of File No. 050185, the Common Council of the City of Milwaukee approved the Land Disposition Report for the sale of properties in the vicinity of North 17th Street and West Center Street to New Village LLC I for residential development; and

Whereas, The Land Disposition Report included three City-owned vacant lots at 2719 North 17th Street and 2716-20 North 18th Street in additional to properties owned by the Redevelopment Authority of the City of Milwaukee (“Authority”); and

Whereas, To facilitate preparation of the sale agreements, all property should be in the common ownership of the Authority; and

Whereas, In order for the Authority to acquire the property without adopting a redevelopment plan, the Authority must hold a public hearing and declare the property blighted pursuant to Section 66.1333, Wisconsin Statutes; and

Whereas, The Authority held a public hearing on June 16, 2005, after which it determined the property met the statutory definition of blight and requested Common Council approval of the blight designation and authorization to transfer the property to the Authority; and

Whereas, The City Plan Commission has determined that no other municipal need exists for these properties; now, therefore, be it
