Analysis
This resolution authorizes the Commissioner of Public Works to enter into a sole source contract with EarthTech to research options on the disposal of/recycling of cleanfill generated by citizens and city departments and assist in the development of a Request for Proposals (RFP) document soliciting alternative solutions to the handling of cleanfill. Additionally, this resolution authorizes the Commissioner of Public Works to issue an RFP relating to cleanfill alternatives, evaluate the proposals received and award a contract to a successful proposer.
Body
Whereas, The City of Milwaukee generates approximately 100,000 tons of cleanfill waste material on an annual basis; and

Whereas, In the past Hartung Quarry has been used for the disposal of this material; and

Whereas, It is estimated that Hartung Quarry will be filled to capacity within the next two years; and

Whereas, The Department of Public Works needs to develop a Request for Proposal (RFP) to determine the most cost effective means for the future recycling or disposal of cleanfill material; and

Whereas, The city contracted with the environmental consultant EarthTech in 2003 to assist in the preparation of bid specifications for Solid Waste and Recycling contracts; and

Whereas, Their expertise and intimate knowledge of Milwaukee’s solid waste needs led to the development of a bid process that has resulted in savings of $1,500,000 and will exceed twenty million dollars over the ten year life of the contracts; and

Whereas, EarthTech is most knowledgeable in relation to the city’s solid waste needs; now, therefore, be it
