Title

Substitute resolution relating to the membership of the Board of Harbor Commissioners.

Analysis

This resolution provides that the chair of the Public Works Committee, who is a member of the Board of Harbor Commissioners, is authorized to appoint a designee to serve in his or her stead on the Board.           .

Body

Whereas, Section 30.37(2), Wis. Stats., provides that a municipality may, by resolution of its governing body, created a board or harbor commissioners composed of 3, 5, 7 or 9 members; and

 

Whereas, In 1920, the Common Council adopted File Number 18129, a resolution creating a 5-member Board of Harbor Commissioners; and

 

Whereas, In 1968, the Common Council adopted File Number 68-1476, which added 2 members to the Board of Harbor Commissioners - one citizen member and one Common Council member; and

 

Whereas, In 1984, the Common Council adopted File Number 68-1476-a, a resolution which specified that the Common Council member on the Board shall be the “chairman of the Public Improvements Committee” (now the chair of the Public Works Committee); and

 

Whereas, To ensure effective, continuous functioning of the Board, it would be beneficial to allow the chair of the Public Works Committee to appoint a designee to serve in his or her capacity on the Board; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the chair of the Public Works Committee is authorized to appoint a designee to serve in his or her stead on the Board.
