This resolution authorizes and directs the Intergovernmental Relations Division - Department of Administration to lobby the appropriate federal government officials for changes in the "United States Coast Guard Pilot for the Great Lakes" (navigation regulations) that would allow the City of Milwaukee to restrict or prohibit bridge openings between 11 a.m. and 1 p.m.
BODY:
Whereas, Section 117.093 of the "United States Coast Guard Pilot for the Great Lakes" requires the City to open all bridges along the Milwaukee River on signal, except that bridges need not be opened between the hours of 7:30 a.m. to 8:30 a.m. and 4:30 p.m. to 5:30 p.m.; and
Whereas, In addition to the morning and afternoon rush-hour periods, the hours from 11 a.m. to 1 p.m. have become a peak period for pedestrian and vehicular traffic in downtown Milwaukee; and
Whereas, The opening of Milwaukee River bridges between 11 a.m. and 1 p.m. greatly inconveniences pedestrians and motorists who run errands or visit restaurants or other downtown attractions during this time period; and
Whereas, By potentially deterring pedestrians and motorists from shopping or eating at downtown establishments, particularly those along the Riverwalk, Milwaukee River bridge openings between the hours of 11 a.m. and 1 p.m. may hurt the economic vitality of Milwaukee's central business district; and
Whereas, The City of Milwaukee cannot adopt regulations that would prohibit or restrict Milwaukee River bridge openings between the hours of 11 a.m. and 1 p.m. unless related "United States Coast Guard Pilot for the Great Lakes" provisions are changed to permit su...
