Title
A substitute resolution relating to the establishment of a 5-mile-per-hour maximum operating speed within Zone 1 of the Dockless Scooter Program in the 4th Aldermanic District.
Analysis
This resolution directs the Department of Public Works to identify and establish within the portion of Zone 1 of the Dockless Scooter Program located in the 4th Aldermanic District one or more geofenced slow-speed areas in which dockless electric scooters are limited to a maximum operating speed of 5 miles per hour. The resolution also directs the department to report to the Common Council regarding implementation of the designated slow-speed area or areas.
Body
Whereas, The City of Milwaukee permits the operation of dockless electric scooters pursuant to agreements administered by the Department of Public Works; and
Whereas, The Department of Public Works has authority under existing dockless scooter service agreements to establish geofenced areas and require speed reductions within designated zones; and
Whereas, The Department of Public Works has confirmed that scooter operators have the technical capability to limit scooter speeds to 5 miles per hour within designated geofenced areas; and
Whereas, The Department of Public Works has already implemented 5-mile-per-hour slow-speed geofenced zones in other high-pedestrian areas of the city; and
Whereas, Portions of Zone 1 of the Dockless Scooter Program located in the 4th Aldermanic District contain high levels of pedestrian activity and may benefit from similar slow-speed restrictions; now, therefore, be it
