Title
Substitute resolution authorizing and directing the Commissioner of Public Works to enter into an agreement with the Wisconsin Department of Transportation for the installation of traffic signal improvements in the City of Milwaukee at 124 signalized intersections under the 2006 Hazard Elimination Safety Program (Infrastructure Services Division).
Analysis
This resolution authorizes the Commissioner of Public Works under a State/Municipal agreement with the Wisconsin Department of Transportation to install the necessary traffic signal improvements under the Hazard Elimination Safety program. The agreement provides 90 percent Federal/10 percent local cost sharing of the construction costs. This resolution also directs the City Comptroller to create the necessary accounts to fund the City of Milwaukee's share of construction costs for this project.

Whereas, The Hazard Elimination Safety (HES) program provides cost participation for traffic control improvements at locations having accident reduction potential; and

Whereas, 124 signalized intersections were identified as having a high frequency of accidents, which could be correctable with improvements to signal visibility; and

Whereas, The desired improvements to signal visibility can be achieved through installation of Light Emitting Diode (LED) signal indications; and

Whereas, Common Council File Number 050378 authorized the Commissioner of Public Works to execute an agreement for programming and construction of traffic signal improvements at various locations under the HES program; and

Whereas, The total estimated construction cost of this project is $658,766.43 for the modification of traffic signal facilities; and

Whereas, Ten percent of the participating project cost, or $65,876.64, is non-reimbursable and is included in the Division's 2005 Capital Purpose Project/Grant Number ST320050000; and
