Analysis
This resolution authorizes the Department of Administration to enter into a 6-year, non-exclusive, non-transferable, and revocable licensing agreement for the City of Wauwatosa to use the City of Milwaukee’s Labor Compliance Reporting software, pursuant to s. 66.0301, Wis. Stats.
Body
Whereas, The City of Milwaukee created its Residents Preference Program (RPP) in 1991 and its Small Business Enterprise (SBE) Program in 2009; and

Whereas, The Department of Administration - Information Technology and Management Division created the Labor Compliance Reporting software utilized by the City to track RPP and SBE contract compliance with City-subsidized development projects; and

Whereas, The City of Wauwatosa has enacted a similar ordinance to facilitate workforce development and strengthen neighborhoods; and

Whereas, The City of Wauwatosa seeks to use the City’s Labor Compliance Reporting software to assist in its workforce tracking efforts; and

Whereas, Wauwatosa’s Residents Preference Program includes workers from eligible ZIP Codes in Milwaukee County, including a substantial number of ZIP codes within the city of Milwaukee; and

Whereas, Using Milwaukee’s Labor Compliance Reporting software will cost-effectively reduce Wauwatosa’s dependence on third-party software and provide revenue to the City of Milwaukee; and

Whereas, The City of Milwaukee and the City of Wauwatosa have negotiated an agreement for Wauwatosa to have a non-exclusive, non-transferable, and revocable right to use the Labor Compliance Reporting software solely for tracking compliance as outlined in the “Economic Development Procurement Inclusion” policy for a duration of six years, sub...
