Title

Substitute resolution authorizing the Department of Employee Relations to extend the current contract for the City's Affordable Care Act Reporting.

 

Analysis

This resolution authorizes the Department of Employee Relations (DER) to extend the current contract with HealthCare Impact Associates, formerly Health E(fx), for three years.

 

Body

Whereas, The City is required to comply with various aspects of the Affordable Care Act (ACA) regulations including reporting requirements regarding members who receive health benefits during a calendar year; and

 

Whereas, The City is required to monitor and track health benefits coverage for members and dependents annually; and

 

Whereas, The City is required to annually issue required IRS forms to the member and the IRS; and

 

Whereas HealthCare Impact Associates understands the complexities of managing ACA compliance and reporting for organizations that have self-administered health benefit plans and a multifaceted workforce; and

 

Whereas, HealthCare Impact Associates is a valuable partner in assisting the City with ACA reporting challenges and continues to provide exceptional service; and

 

Whereas, The current contract with HealthCare Impact Associates ends December 31, 2021 and HealthCare Impact Associates has agreed to flat administration fees for the duration of the contract extension; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the DER is authorized to extend the current contract with HealthCare Impact Associates for three years until December 31, 2024.
