Analysis
Common Resolution File Number 090891, adopted on January 20, 2010, authorizes the Commissioner of Public Works to utilize the most appropriate method for contracting the City Hall Foundation Restoration Project. This resolution amends Resolution File Number 090891 such that a contract for the City Hall Foundation Restoration Project shall not be entered into with the design/build team until all current issues with the exterior structural integrity of City Hall are resolved.

Whereas, On January 20, 2010, the Common Council adopted Resolution File Number 090891, authorizing the Commissioner of Public Works to utilize the most appropriate method for contracting the City Hall Foundation Restoration Project ; and

Whereas, The resolution authorizes the use of an alternate design/build delivery method should traditional competitive bidding (design/build process) prove to be impossible or impracticable; and

Whereas, The City’s selection committee is currently in the process of selecting a design/build team for the City Hall Foundation Restoration Project; and

Whereas, On February 17, 2011, a piece of terra cotta fell from the east side of the City Hall’s south tower, damaging a car parked on Market Street; and

Whereas, Subsequently, the City Hall exterior restoration project contractor, J.P. Cullen & Sons, Inc., began an investigation into the incident; and

Whereas, J.P. Cullen’s investigation will require a thorough examination of the structure and may indicate a need to repair or remove certain components of the structure; and

Whereas, During J.P. Cullen’s examination of the structure and any subsequent repair or removal work, a significant portion of the sidewalk surrounding City Hall will be covered with scaffolding; and
