This ordinance provides for a temporary taxicab fare surcharge not to exceed $1, which may be charged on each ride to offset the increased fuel costs paid by taxicab owners and operators. The surcharge shall only be in effect for a period of 90 days from the effective date of this ordinance. A notice of this surcharge must be posted in the taxicab.
BODY:
Whereas, The American Automobile Association (AAA) Wisconsin reported that regular gasoline has increased from $1.16 per gallon a year ago to $2.01 currently, an increase of 73.7%; and
Whereas, In May 2000, AAA Wisconsin reported that gasoline prices in Milwaukee were $1.49 per gallon, which calculates to an increase of 34.9% since last month alone; and
Whereas, The chairman of the Federal Trade Commission formally noted that Wisconsin has seen "remarkably severe price increases in a short period of time"; and
Whereas, This increase has particularly hurt the taxicab drivers who pay for their own fuel; and
Whereas, These increased fuel costs have put a tremendous financial strain on the taxicab owners and operators whose meter fare rates are set by this city; and
Whereas, The bulk of these taxicab owners and operators are supporting families while incurring increased costs; now, therefore
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 100-52-3-d of the code is created to read:
100-52. Rates Established.
3. METER FARE TAXICAB.
d. From the effective date of this paragraph [July 4, 2000] up through and including 90 days from the effective date of this paragraph [October 3, 2000] a surcharge not to exceed $1 may be charged, for one or more persons, per ride pursuant to rates charged under pars. a and c.
