Ald. D'Amato move to refer back to the Utilities & Licenses Committee.
President Pratt ruled that Ald. D'Amato's motion takes precedence over Ald. Henningsen, because it is of a more delaying motion.
Ald. Henningsen challenged the ruling of the Chair. Prevailed.
