Title
Substitute resolution relative to acceptance and funding of the 2025-2029 Lead Hazard Reduction & Healthy Homes grant from the U.S. Department of Housing & Urban Development.
Analysis
Substitute resolution authorizes the Health Department to accept, and fund the 2025-29 Lead Hazard Reduction and Healthy Homes grant from the U.S. Department of Housing & Urban Development in the amount of $9,661,916 with a City share of $1,961,916 and a grantor share of $7,700,000. The funding will provide for lead hazard reduction work on eligible housing units, and supplemental health improvements to a share of those units, as well as training and household support for families receiving lead hazard reduction services.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Housing & Urban Development to perform lead hazard reduction work on eligible residential properties, including supplemental health improvements, training, and client/household support for families receiving lead hazard reduction services; and
Whereas, The operation of this grant program from April 1, 2026 to April 1, 2030 will cost $9,661,916 comprised of $7,700,000, or 80%, grantor share and $1,961,916 or 20%, City share; now, therefore, be it;
Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, that the appropriate City officials are authorized to execute the grant agreement for these funds; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2026 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2025-2029 HUD Lead Hazard Reduction:
