Substitute resolution authorizing the submittal, acceptance and funding of the City of Milwaukee’s 2006 consolidated community development entitlement funding for Program Administration from the U. S. Department of Housing and Urban Development through the Community Block Grant Administration (CBGA).
Analysis
This resolution authorizes the Community Block Grant Administration to submit its Annual Action Plan to the U. S. Department of Housing and Urban Development (HUD) for the City of Milwaukee’s 2006 Community Development entitlement estimated at $26,057,655. In addition, this resolution designates the Mayor as the authorized representative for the consolidated community development entitlement, approves the certifications required by the Department of Housing and Urban Development and authorizes the Community Block Grant Administration to execute and implement the projects to be designated in the Annual Action Plan.

Whereas, The City of Milwaukee appears to be eligible for a Community Development entitlement funding for 2006 estimated at $26,057,655 which includes CDBG funding at $18,500,000, HOME funding at $6,800,000 and ESG funding at $757,655; and

Whereas, Common Council File Number (CCFN) 040913 authorized the submission of a revised Consolidate Strategy and Plan and Annual Action Plan for 2006 consolidated community development entitlement funding; and

Whereas, CCFN 050558 adopted on September 27, 2005 authorized the 2006 Funding Allocation Plan; and

Whereas, CCFN 75-1610-2f authorized the continued allocation of program income from the Milwaukee Economic Development Corporation for economic development activity utilizing a revolving fund; and

Whereas, It has been determined, that operation of this grant program for one year would generate an estimated $835,000 for CDBG and $1,500,000 for HOME in revenue (program income) from authorized revolving fund projects as we...
