Whereas, Paid admission events at the Bradley Center, MECCA, Milwaukee World Festival, Inc. and other facilities attract large crowds of people; and,
 
Whereas, Such crowds, with the resulting problems of control and traffic direction, have made it necessary for the City of Milwaukee Police Department, and at times the Fire Department, to assign additional staff to such paid admission events; and
 
Whereas, Neither the facilities nor the promotors of such paid admission events have reimbursed the City of Milwaukee for the additional costs involved in providing police and fire protection; and
 
Whereas, It appears fair and equitable that the City of Milwaukee should be reimbursed for such additional expenses; now, therefore,
