Title

Substitute resolution relating to the replacement or repair of lead drinking water service lines.

 

Analysis

This resolution directs the Department of City Development to develop and implement a program to replace lead drinking water service lines in all City-owned, one to 4-unit residential properties, except properties scheduled for demolition.

 

Body

Whereas, Drinking water available in properties connected to water mains by lead water service lines represents a significant risk of lead poisoning for property occupants, especially pregnant women, formula-fed infants, nursing mothers and children under the age of 6; and

 

Whereas, The Centers for Disease Control maintains the effects of lead exposure cannot be corrected, and even low levels of lead in blood have been shown to affect IQ, the ability to pay attention and poor academic achievement; and

 

Whereas, Many City-owned residential properties are connected to drinking water mains, posing a risk to the health and safety of anyone living in these City-owned properties; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development is directed to develop and implement a program to replace lead drinking water service lines in all City-owned, one to 4-unit residential properties, except properties scheduled for demolition; and, be it

 

Further Resolved, That the Commissioner of the Department of City Development shall report details and progress of this program to the Common Council by March 31, 2018.
