Substitute resolution authorizing the Department of Employee Relations to apply for federal funding under the Early Retiree Reinsurance Program.

Analysis

Body  

Whereas, The Department of Health and Human Services under the Early Retiree Reinsurance Program (ERRP) allows employers to request reimbursement of 80% if health insurance costs after June 1, 2010 for retirees under 65 who have cost between $15,000 and $90,000 in 2010; and,

 

Whereas, The DHHS has set aside $5B for this program, and

 

Whereas, The City could receive as much as $3M under this program, and ,

 

Whereas, The DHHS has required employers or their administrators to submit the actual claims for these individuals electronically and monthly, and,

 

Whereas,  Ingenix Corporation is currently doing this for other employers and has agreed to do this for the City for approximately $43,000;

 

now, therefore,  be it

 

Resolved, That DER is authorized with the review and approval of the City Attorney’s Office, to apply for this funding on behalf of the City of Milwaukee and DER is further authorized to contract with Ingenix on behalf of the City to administer the process.
