A substitute ordinance relating to implementation of the department of neighborhood services.

This ordinance makes changes to the code which are necessary for implementation of the department of neighborhood services, as created by the adopted 1999 city budget. In summary, these changes:
1. Transfer the duties and functions of the department of building inspection and the responsibilities of the commissioner of building inspection to the department of neighborhood services and commissioner of neighborhood services, respectively.
2. Allow the department of neighborhood services to perform certain functions currently performed by the health department's bureau of consumer protection and environmental health. Functions that will still be performed by the health department include enforcement of food-related and lead-abatement regulations and investigation of new and renewal licensed dwelling facility license applications.
3. Transfer the department of neighborhood services' plan review and approval and permit and certificate issuance functions to the department of city development, with 5 exceptions: issuance of certificates of code compliance, certificates of exterior code compliance, certificates of habitability for rental dwellings, fireworks/explosives permits and licensed dwelling facility licenses. The department of neighborhood services will also continue to administer the residential and commercial building recording regulations.
4. Transfer the department of city development's responsibility for maintaining vacant, city-owned lots and demolition of certain city-owned structures to the department of neighborhood services.
