Analysis
This resolution directs the Department of Neighborhood Services to place a moratorium on mechanical demolitions of one to 4-family residential properties until certain conditions are met.
Whereas, Demolition produces 90% of all construction and demolition debris in the United States; and
Whereas, Milwaukee has been working to find alternatives to mechanical demolition, including deconstruction; and
Whereas, Building deconstruction and rehabilitation projects offer job training and workforce development opportunities; and
Whereas, The National Association of Home Builders has reported that lumber prices have risen by 250% since April, 2020, adding nearly $36,000 to the average price of a new single-family home and posing a significant challenge to the construction of new affordable housing units; and
Whereas, Many buildings currently on the City’s raze list could be rehabilitated and returned to productive use if sufficient resources were available; and
Whereas, The American Rescue Plan Act of 2021 (ARPA), signed into law by President Joseph R. Biden on March 11, 2021, provides more than $1.88 trillion in federal investments urgently needed to help workers, families, businesses and state and local governments recover from the on-going COVID-19 public health emergency; and
Whereas, ARPA also includes funds for local governments to carry out critical infrastructure projects enabling work, education and health monitoring in response to the COVID-19 pandemic, as well as other targeted funding that may be awarded to local governments at a later date; and
Whereas, The City of Milwaukee is slated to receive more than $400 million in federal money through the ARPA; and
