Analysis
Currently, if it is necessary to recruit a management employee at a rate above the minimum step of a salary grade, the Department of Employee Relations, with the concurrence of the Chair or Vice Chair of the Committee on Finance and Personnel, may authorize appointment up to the seventh step of the salary grade.  This ordinance deletes the option of the Vice Chair of the Finance and Personnel Committee from approving a salary above the minimum step of the salary grade for a management employee.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 12-d of ordinance file number 040458, passed on November 12, 2004, and as further amended, relative to rates of pay of offices and positions in the city service under the control of the Common Council, is amended to read:
 
Section 12.  Management Pay Plan
 
d.  Recruitment: Except as provided elsewhere, appointment shall be at the minimum step of the grade to which the classification is allocated.  In the event it becomes necessary to recruit at a rate above minimum, the Department of Employee Relations, with the concurrence of the Chair [[or Vice Chair]] of the Committee on Finance and Personnel, may authorize appointment up to the seventh step of the salary grade.  A listing of appointments made pursuant to this provision shall be communicated to the Committee on Finance and Personnel.
