Resolution relating to local control of parking regulations.
Analysis
This resolution directs the Department of Administration - Intergovernmental Relations Division to advocate for changes to state statutes that would allow local municipalities to determine parking regulations within their corporate limits.
Body
Whereas, On June 21, 2022, The Common Council adopted File Number 211255, committing the City of Milwaukee to becoming a Vision Zero community; and

Whereas, Vision Zero is a strategy to eliminate all traffic fatalities and severe injuries, while increasing safe, healthy, equitable mobility for all; and

Whereas, Common Council File 180922, passed on October 16, 2018, adopted a Complete Streets Policy that supports facilities that are safe, comfortable and convenient for users of all travel modes;

Whereas, The Complete Streets Policy identifies pedestrian safety as having the highest priority when considering various elements of street design;

Whereas, Safety at intersections is impacted by the visibility between drivers and pedestrians and barriers such as parked cars that are near the intersection may impede visibility for street uses; and

Whereas, The City recognizes that a balanced, needs-based approach to parking is vital to the economic health of neighborhoods and the City; and

Whereas, The ability of the City to implement site-specific parking regulations is limited by state statute; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division is directed to advocate for changes to state statutes that would allow local municipalities to determine parking regulations; and be it
