This resolution approves the Riverside Park Area
Study dated January 18, 1991, as well as the
recommendations of the study which were approved by
the City Plan Commission on July 13, 1992. It also
designates the study recommendations as part of the
City's Master Plan. This resolution further
authorizes various City departments and agencies to
take the actions necessary to implement the approved
recommendations.

BODY:
Whereas, Common Council Resolution File Number
890450, adopted June 27, 1989, directed the
preparation of a market study and land use plan for
the area generally bounded by North Oakland Avenue,
East Locust Street, East North Avenue and the
Milwaukee River; and

Whereas, On July 13, 1992, the City Plan Commission
approved the Riverside Park Area Study, dated January
18, 1991, with the following recommendations:

Short-Term Recommendations

1. Milwaukee County, the City of Milwaukee and
Wisconsin Paperboard should agree to land
transactions, including specific conveyances for
roadways and alleys, to create a consolidated
industrial campus. The impact of these transactions
on access to the area should be considered in
consultation with affected private property owners.

2. Steps should be taken to create and extend a new
roadway which would improve access to both private
land and Riverside Park. This roadway should
generally abut the west side of the former Chicago
and North Western Railroad right-of-way from East
North Avenue to East Park Place.

3. The existing bridge at East Belleview Place
should remain open until the new roadway is
available. If the bridge is declared unsafe and must
