Substitute resolution authorizing an agreement between the City of Milwaukee and the Greater Milwaukee Foundation to establish a Police Department Endowment Fund.
Analysis
This resolution authorizes the City of Milwaukee, acting through its Police Department, to enter into an agreement with the Greater Milwaukee Foundation (GMF) under which the GMF will establish a charitable Police Endowment Fund. All contributions received for the Fund shall be added to a separate donor advised component fund within the GMF to provide support for programs and projects benefiting the Police Department. The Fund will serve as a mechanism to receive philanthropic funds for designated or restricted purposes that meet department needs and address issues which go beyond the annual budget process constraints. These purposes include special staff and program development activities, systems that support innovation and community policing, and research on policing.

Whereas, The City of Milwaukee's wishes to be able to receive charitable contributions to provide support for programs and projects that benefit the operations of the Police Department; and
Whereas, The Greater Milwaukee Foundation (GMF) is willing to establish a Police Endowment Fund as a separate donor-advised component fund within the GMF to for these purposes; and
Whereas, The GMF is willing to consider an application from the City of Milwaukee seeking grant funds to establish such and endowment fund; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Chief of Police is hereby authorized and directed to enter into an agreement in the form attached hereto to establish a Police Endowment Fund within the GMF on the terms and conditions set forth therein; and, be it
