Title
Substitute resolution authorizing and directing a transfer of funds from the Capital Improvements-Advance Planning Fund to a subaccount for the African American Cultural and Entertainment District for a commercial and economic development analysis market study.
Analysis
This substitute resolution authorizes the Department of City Development, in cooperation with the consulting firm of CH2MHILL, to prepare a market study for the proposed African American Cultural and Entertainment District in the 6th Aldermanic District and it authorizes the transfer of $35,000 from the Year 2004 Advance Planning Fund into a subaccount for said purpose. This resolution also authorizes the proper City officials to enter into a Cooperation Agreement with CH2MHILL to accomplish the preparation of said market study.

Whereas, The Department of City Development (“DCD”) continues to prepare plans and revise development regulations for areas within the City of Milwaukee; and

Whereas, The Redevelopment Authority of the City of Milwaukee and community organizations have requested that a commercial and economic development analysis market study be prepared for the proposed African American Cultural and Entertainment District generally bounded by Meinecke Avenue on the north, Garfield Avenue on the south and West North Avenue from MLK Jr. Drive to 7th Street and has offered to assist DCD in preparing the market study; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that DCD is authorized and directed to prepare a market study for the proposed African American Cultural and Entertainment District in cooperation with CH2MHILL; and, be it
