Title
Substitute motion amending the Common Council’s Procedure and Rules relating to Standing Committee assignments.
Analysis
The Common Council President appoints Common Council members to standing committees, including the designation of chairs and vice-chairs. This motion requires that each member of the Common Council be assigned to at least two standing committees unless disciplinary, personal or legal issues prevent that assignment.
Body
It is moved by the Common Council of the City of Milwaukee that Article II, Section 1 of the Common Council Procedure and Rules is amended to read:
II. COMMITTEES
Section 1. Standing Committees. The following standing committees, including their chairs and vice-chairs, shall be appointed by the president. >>Each council member, except the president, shall be appointed to at least two standing committees unless disciplinary, personal, or legal issues prevent an appointment.<< Members are required to serve on all committees to which they are appointed. In the absence of the chair, the vice-chair shall carry out the duties of the chair. In the absence of both the chair and vice-chair, the duties of the chair shall be carried out by one of the remaining members, in the order by which they were appointed to the committee by the president. All committees shall consist of 5 members. The standing committees shall be given the following assignments:
