PUBLIC WORKS COMMITTEE
| AMENDED
Minutes note: Sarfraz, Muhammad Public Passenger Vehicle Drivers License Application.
The applicant was present.
The police report was read.
The committee considered Mohammed Sarfraz’s application for a taxi driver’s license, noting his status as a convicted sex offender and the public safety responsibilities tied to such licensure.
Individuals also present:
Atty. Gresham (OCA) explained that legal standards on licensing decisions are subject to employment law, with a need to show a substantial relationship between the conviction and the license. The case was reviewed despite being an old one due to registry status.

Committee members questioned the applicant about his sense of accountability and the risks posed to passengers, as well as limitations in taxi oversight versus rideshares.
Ald. Coggs stated that they did not hear sufficient acceptance/acknowledgement and “redemptive” reflection from the applicant to build confidence in public safety and emphasized unwillingness to risk the City.
Ald. Taylor highlighted the lasting impact on survivors and urged the committee not to lose sight of survivor realities.
Ald. Coggs passed the gabel to Ald. Westmoreland to make a motion.
