This resolution approves a memorandum of understanding between the City of Milwaukee and the Milwaukee Police Association relating to hazard pay.

Body
Whereas, The nationwide COVID-19 pandemic poses a particular threat to public safety officials, such as police officers, who often interact with members of the public face-to-face; and

Whereas, As of May 7, 2020, 36 members of the Milwaukee Police Department tested positive for COVID-19; and

Whereas, On May 8, 2020 the Common Council adopted File Number 200022, a substitute resolution authorizing the City of Milwaukee to apply for, accept, and expend funding under the Local Government Grant portion of the Coronavirus Aid, Relief, and Economic Security (CARES) Act; and

Whereas, Through the CARES Act, the City of Milwaukee Department of Administration received a grant from the US Treasury Department in the amount of $102.98 million that can be used from March 1, 2020 to December 30, 2020; and

Whereas, The CARES Act grant is intended to cover costs incurred due to the COVID-19 public health emergency, including payroll expenses such as hazard pay for employees working under dangerous conditions; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that a memorandum of understanding between the City and the Milwaukee Police Association relating to hazard pay is approved; and, be it

Further Resolved, That the City and the Milwaukee Police Association agree to the payment of hazard pay to members of the Association as provided under the CARES Act grant, and that eligible members of the Association shall be paid hazard pay as soon as administratively practicable following adoption of this file; and, be it
