Analysis

This ordinance requires certain employees of a business improvement district to reside within any aldermanic district that overlaps the business improvement district.

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 308-35 of the code is created to read:

 

308-35. Business Improvement Districts Employees. No operating plan of a business improvement district created under s. 66.1109, Wis. Stats., shall be approved by the common council unless the operating plan includes a provision requiring any executive employee of the district to reside within any aldermanic district that overlaps the business improvement district. Such provision shall not apply to an employee who is also an appointed member of the district board. A person is an executive employee of the district if the person receives compensation as part of the district operating plan and is tasked by the district board to oversee implementation of the district operating plan. Failure of a district board to enforce an approved operating plan district residency provision required under this section shall be reason for the common council to withhold approval of the district operating plan.
