Title
A substitute ordinance to further amend the 2026 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
Department of Administration (Community Development Grants Administration Division, Information Technology Management Division), Department of City Development, Department of Emergency Communications, Granville-Havenwoods Advisory Council, Health Department (Environmental Health Division; Policy, Innovation & Engagement Division)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2026 - December 21, 2025):
Under Pay Range 1GX, amend the Wage Rate chart to read as follows:
Wage Rate:
Hourly 33.89 48.88
Biweekly 2,711.58 3,910.18
Annual 70,501.08 101,664.68
Part 2. Part 1, Section 1 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 15, 2026 - July 5, 2026):
Under Pay Range 1JX, delete the title of “Housing Programs Manager (3)”.
Under Pay Range 1KX, add the title of “Housing Programs Manager (10)”.
Under Pay Range 1LX, delete the title of “Emergency Communications Project Manager (7)”.
Part 3. Part 1, Section 2 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 15, 2026 - July 5, 2026):
Under Pay Range 2GX, delete the title of “Continuum of Care Specialist (3)” and add the title of “Technical Communications Specialist (3)”.
Under Pay Range 2JX, add the titles of “Emergency Communications Records Analyst-Senior (3)” and “...
