Analysis
This resolution appropriates $225,000 from the Harassment Settlement Trust Account in the Permanent Improvement Fund for the purchase of tracking/professional standards software for the Milwaukee Police Department. It further authorizes the Police Department to expend up to the amount appropriated for the purchase of this software in 2005. (The total estimated cost of the software is approximately $500,000; the balance of funding needed will come from a combination of an Asset Forfeiture fund appropriation (by separate resolution) and the transfer of funds from the Department of Administration's Technology Initiative capital account.)

Whereas, The Chief of Police strives to encourage the success of Police Department employees while reducing the Department's liability and risk exposure; and

Whereas, The Chief of Police also seeks to insure supervisory accountability while engaged in the business of protecting the public health, safety and the integrity of civil rights; and

Whereas, To meet these objectives, the Chief of Police has decided to incorporate an innovative advanced computer tracking system into the Department's control systems; and

Whereas, The proposed system would function as a comprehensive performance measurement and management system to provide early intervention and personnel assessment designed to identify possible personnel behavioral problems, and to offer assistance using intervention options to modify problematic behaviors before discipline is required; and
