Substitute resolution amending Common Council File No. 79-337 relating to a policy regarding benefit assessments in Urban Renewal District Areas (n/k/a Redevelopment Project Areas).
Analysis
Common Council File No. 79-337 directed the Commissioner of Public Works not to levy benefit assessments resulting from the vacation of public ways in urban renewal districts. This substitute resolution streamlines the policy related to urban renewal districts and expands that policy to include tax incremental districts.
Body
Whereas, Under File No. 79-337, adopted June 12, 1979, the Common Council established a policy directing the Commissioner of Public Works not to levy benefit assessments for public way vacations in urban renewal districts under certain conditions; and

Whereas, One of said conditions requires significant mapping and compromised the ability of the City of Milwaukee and the Redevelopment Authority of the City of Milwaukee to be flexible when addressing market conditions related to real estate development and site assembly; and

Whereas, Many development projects undertaken in tax incremental districts address similar goals and meet similar public policy objectives as those in urban renewal districts and yet the benefit assessments are programmed as project costs borne by the public sector; and

Whereas, The Common Council desires to streamline the policy included in File No. 79-337 to efficiently respond to real estate market conditions in redevelopment project areas; and

Whereas, The Common Council desires to expand the policy of not levying benefit assessments in urban renewal districts for public way vacations as outlined in File No. 79-337 to include tax incremental districts; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that File No. 79-337 is amended as follows:
