Title
Resolution directing the Department of Administration - Budget and Policy Division to seek introduction and passage of legislation to increase the penalties for cruising.
Analysis
This resolution directs the Department of Administration - Budget and Policy Division to seek introduction and passage of legislation that would permit cities to enact ordinances imposing the following additional penalties for cruising-related moving violations:
1. The assessment of an additional demerit point against a regular driver convicted of a moving violation related to cruising. In the case of a driver with a probationary license, 2 additional demerit points would be assessed.
2. The assessment of a surcharge reflecting the cost of anti-cruising enforcement by the local police department on any fine or forfeiture determined to be related to cruising.

Body
Whereas, Cruising - unnecessary, repetitive driving along major thoroughfares - has been a persistent problem in particular areas of the City of Milwaukee for several years; and

Whereas, In addition to the unsafe traffic conditions cruising creates, it is also known to foster other undesirable activities including loud noise, littering, public indecency, violence and general disorder, all of which tend to dramatically decrease the quality of life for those residents who live in areas victimized by cruisers; and

Whereas, Despite the best efforts of both the Common Council and the Milwaukee Police Department to enforce the existing provisions of the city code, those who engage in cruising have come to regard the fines and forfeitures levied against them as almost a cost of entertainment insufficient to discourage their behavior; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Budget and Policy Division, is directed to see...
