Analysis
This substitute resolution authorizes the proper City Officers to execute a Cooperation Agreement with the Menomonee Valley Partners that provides details and responsibilities regarding the funding, planning, design, construction and operation of a regional storm water treatment facility that includes a storm water lift station and bio-retention basin. The facility will be constructed near the intersection of West Canal Street and North 11th Street and will serve an area of approximately thirty-seven (37) acres.

Whereas, The Menomonee Valley Partners (MVP) is a nonprofit corporation working to redevelop property in the Menomonee Valley; and

Whereas, Redevelopment of property anywhere in the City of Milwaukee (City) requires compliance with the City storm water ordinance (Chapter 120), Milwaukee Metropolitan Sewerage District (MMSD) rules (Chapter 13) and Wisconsin Department of Natural Resources (DNR) rules (NR 151); and

Whereas, In the mutual interest of the City, MVP and future owners of the property being redeveloped in the Menomonee Valley, MVP and the City have agreed to construct and operate a bio-retention system, storm water lift station and associated appurtenances (Facility) which will meet the requirements of the City, MMSD and DNR; and
