Substitute resolution relating to an audit of the Law Enforcement Services Grant Agreement with the Milwaukee Brewers Baseball Club.

Analysis
This resolution directs the City Comptroller to conduct an audit of the Law Enforcement Services Grant Agreement with the Milwaukee Brewers Baseball Club that provides the Common Council with information related to the effect of this agreement upon the Milwaukee Police Department. This resolution further requires the Comptroller to complete this audit with a timeline to assure that the Council will have the audit information prior to any renewal of this agreement with the Milwaukee Brewers Baseball Club.

Body

Whereas, Common Council File 041449 approved the 2-year (2005 and 2006) Law Enforcement Services Grant Agreement with the Milwaukee Brewers Baseball Club; and

Whereas, This Law Enforcement Services Agreement specifies a specific number of officers and sergeants relative to Miller Park attendance for the event to be staffed, with a minimum of 7 officers and 2 sergeants to 37 officers and 6 sergeants as well as a mobile patrol of 2 to 7 officers for each event; and

Whereas, This Law Enforcement Services Agreement further specifies that police officers from 2 to 7 in number are also necessary for pre and post event pedestrian and traffic control; and

Whereas, The number of police personnel required for the purposes of this Law Enforcement Services Agreement is significant, as well as, the time required for fulfilling the specifications of this agreement; and

Whereas, The total grant expenditures approved to be received by the Milwaukee Police Department from the Milwaukee Brewers Baseball Club are $1.2 million; and

Whereas, The number of police required under the specifications of this agreement and the amount of the funding received by the police department are of considerable importance in the evaluation of this agreement; ...
