This resolution urges the Police Chief to oversee increased enforcement of current animal laws related to dogs not wearing a collar with the license tag attached and to dog being at large.
Body
Whereas, Numerous dogs and cats licensed within the City of Milwaukee do not have the licensing tag upon their collars or harnesses; and
Whereas, Section 78-17-5, Milwaukee Code, requires that the license tag be securely attached to a collar or harness and the collar or harness be kept on the dog or cat which is licensed; and
Whereas, Only 1.412 cases have been filed with the Milwaukee Municipal Court from 1997 through 2001, an average of 282 per year; and
Whereas, The City of Milwaukee faces a serious problem of dogs being at large throughout the city; and
Whereas, Section 78-19-1, Milwaukee Code, prohibits an owner or caretaker from permitting an animal to be at large; and
Whereas, Only 1,222 cases have been filed with the Milwaukee Municipal Court from 1997 through 2001 for violations of this law, an average of 244 cases per year; and
Whereas, Dog not wearing current license tags and dogs roaming at large pose a potentially serious public health hazard due to the increased risk of animal bites and car accidents due to dogs darting into the roads; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Chief is urged to oversee increased enforcement of current animal laws contained in ss. 78-17-5 and 78-19-1 of the Milwaukee Code of Ordinances.
