Resolution approving Amendment to Intergovernmental Cooperation Agreement with the City of Muskego for the construction of an indoor firearms training facility. (City Attorney)
Analysis
This resolution authorizes an amendment to the current Intergovernmental Cooperation Agreement between the City of Milwaukee and the City of Muskego pursuant to which the Milwaukee Police Department is entitled to use shooting range facilities located in the City of Muskego. Under the terms of the amendment, the City of Muskego will construct an indoor shooting facility with the City of Milwaukee contributing up to $100,000 toward the cost of that construction. After construction, the Milwaukee Police Department will be entitled to unlimited use of the facility subject to the Muskego Police Department's setting of a master schedule for the facility's use. The Milwaukee Police Department will also pay 80% of the annual operation and maintenance cost of the indoor facility with the City's share not to exceed $10,000 in any one calendar year. The amount is subject to renegotiation in March of 2012. If the parties cannot agree on the new payment amount, the agreement can either be terminated or the matter can go to arbitration. The term of the amendment extends the agreement through August 27, 2027 unless terminated as discussed above.

Whereas, Muskego and Milwaukee desire to cooperate in the construction of an indoor shooting facility ("Tactical Shoot House") on the grounds of the Muskego Police Department firing range, which range was the subject matter of the 1999 Intergovernmental Cooperation Agreement between the parties ("1999 Agreement"); and

Whereas, This Amendment amends the 1999 Agreement and sets forth the terms and conditions under which the parties will participate in the construction and operation of the Tactical Shoot House; and
