Title
Substitute resolution relating to the appropriation of the second tranche of American Rescue Plan Act funds for various purposes.
Analysis
This resolution allocates $75,000,000 to the Milwaukee Fire Department for the purpose of funding Fire Department salaries and fringe benefits, $1,500,000 to the Department of City Development to fund affordable housing and housing support projects and associated employee salaries and fringe benefits, $3,200,000 to the Department of Neighborhood Services to fund that department’s code compliance program and for demolition and deconstruction purposes, and $1,060,000 to the appropriate department to fund a 1% retention incentive pay increase for general City employees who have worked for the City for at least 5 years.

Whereas, The Common Council, in File Number 211939, authorized the Department of Administration to accept the second tranche of funding from the U.S. Department of the Treasury for the American Rescue Plan Act (ARPA) grant in the amount of $197,113,324.50; and
Whereas, The City received the second tranche of funding through the Local Fiscal Recovery Fund (LFRF) in 2022, in the amount of $197,113,324.50, of which $197,113,324.50 was provided by the grantor and $0 will be provided by the City; and
Whereas, allowable uses of ARPA funds under Treasury Department guidelines include “revenue loss,” which includes the use of ARPA funds for general City purposes with certain specific exceptions, and also includes affordable housing support, affordable housing projects, and employee retention; and
Whereas, The Common Council, in File Number 210894 authorized allocating $1,060,000 in first tranche ARPA funding for COVID-19 hazard pay; and
