The Board agreed, when a final selection is made, a recommendation with supporting documentation and an executive summary should be provided to the Commissioners for review. The Board concluded that no action is needed on resolution R13497 to pursue those final negotiations. Therefore, they motioned that the resolution be held over. Commissioner Yepez-Klassen made a motion to hold over R13497, seconded by Commissioner Luckett, there being no objections, this motion carried.	Pass	4:0

Body
WHEREAS, the Rent Assistance Voucher Program of the Housing Authority of the City of Milwaukee (HACM) is currently under a Corrective Action Plan with the Quality Assurance Division (QAD) of the U.S. Department of Housing and Urban Development (HUD); and

WHEREAS, two of the corrective actions requested by HUD included: (1) the contracting of the management and operation of the entire Rent Assistance Voucher Program to an outside contractor; and (2) the contracting of a 100% participant file review to ensure all documentation and calculations are correct with all participant files; and

WHEREAS, to address the corrective action, HACM issued a Request for Proposals (RFP) for these services on January 19, 2024 with proposals due on March 8, 2024; and

WHEREAS, HACM received six proposals and formed an evaluation committee to review these proposals; and

WHEREAS, based on a review of proposals, interviews with the Proposers, and reference checks, HACM staff are recommending that it begin negotiations to enter into a contract with the top two-scoring Proposers, CVR Associates, Inc. (CVR) and Quadel Consulting and Training, LLC; therefore, be it

RESOLVED, by the Commissioners of the Authority that they hereby authorize and approve that the Secretary-Executive Director and his designees are authorized and directed to enter into negotiations with the intent to negotiate the terms of a contract for services; and, be it

FURTHER RESOLVED, that funds for these services will come from HCV administrative fees if awarded; and, be it

FURTHER RESOLVED, that if both parties have agreed upon negotiated terms of the contract, a final contract ...
