Title
Substitute resolution authorizing and directing a transfer of funds from the Capital Improvements-Advance Planning Fund to a subaccount(s) for comprehensive planning, land use and zoning analysis.

Analysis
This substitute resolution transfers $50,000 in funds from the Capital Improvements-Advance Planning accounts into subaccounts for use in neighborhood planning projects including planning, land use, and zoning analysis for the former Northridge Mall site, and planning, zoning analysis, and engagement for the Housing Zoning Code Update project.
Body
Whereas, The Department of City Development (“DCD”) Planning Division carries out ongoing land use, urban design, zoning analysis, and citywide comprehensive planning; and

Whereas, Funds are necessary to provide for community engagement and technical assistance from consultants as the need arises; and

Whereas, DCD is leading an effort to complete a market analysis, develop redevelopment alternatives, and obtain technical assistance as the City of Milwaukee (“City”) looks to redevelop the former Northridge Mall site within the Northwest Side Plan Area and DCD has identified ways in which additional funding will allow for expanded technical assistance as the redevelopment process progresses; and

Whereas, On February 27, 2024, the Common Council adopted File No. 220403 directing DCD to update the Housing Element and to propose updates to the portions of the City’s Zoning Code that regulate housing development; and

Whereas, On July 15, 2025, the Common Council adopted File No. 240402, approving the Housing Element of the Citywide Comprehensive Plan, including the recommendations to draft updates to the Zoning Code, and DCD has identified ways in which additional funding may support community engagement and technical assistance, as the Zoning Code update process progresses; now, therefore, be it
