Analysis:
This resolution authorizes application, acceptance and expenditure of a Local Law Enforcement Block Grant from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance.

The public hearing requirement regarding the proposed use of funds from the grant in relation to the entire budget is addressed by the official notice of the Local Law Enforcement Block Grant appearing on the Committee and Council agendas which are publicly noticed.

An advisory board reviewed and approved the grant. The portion of the grant which the City would receive consists of equipment funding.
Body:
Whereas, Under the terms of CFDA #16.592 the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance for a Local Law Enforcement Block Grant; and

Whereas, The operation of this grant program from September 17, 2002 to September 16, 2004 would cost $999,593 of which $99,959 (10%) would be provided by the city and $899,634 (90%) would be provided by the grantor; and

Whereas, The Local Law Enforcement Block Grant requires that prior to obligation of funds at least one public hearing will be held regarding the proposed use of the grant in relation to its entire budget; and

Whereas, The public notice of this grant resolution and the public meeting of the Committees and Council will serve this purpose; and

Whereas, An advisory board has reviewed and approved the grant; and

Whereas, The grant funds must receive any interest earned on funds advanced to the city under Local Law Enforcement Block Grant federal guidelines; and
