Title
Substitute resolution relating to the use and allocation of Community Development Block Grant funds awarded to the Milwaukee Promise.
Analysis
This resolution approves the allocation of Community Development Block Grant funds for the Milwaukee Promise as follows:
1. $50,000 to Milwaukee Area Workforce Investment Board for the Employment Readiness initiative.
2. $100,000 to Milwaukee Area Workforce Investment Board for the Youth Employment and Engagement initiative.
3. $75,000 to Black Health Coalition for the Trauma-Informed Care Assistance and Referral initiative.
4. $30,000 to the Housing Authority of the City of Milwaukee for the Milwaukee Fatherhood Initiative Micro Summits initiative.
5. $2,500 to Urban Strategies, Inc. for the Youth Police Listening Circles Initiative.
This resolution also allocates $10,000 to Lead2Change for the Learn, Earn and Achieve with Police program and $32,500 of the $42,500 remaining balance to Word of Hope Ministries for the Milwaukee Job Training and Placement program

Whereas, The Milwaukee Promise Zones Report attached to this file demonstrates the need to address issues of poverty, education, health care and workforce development in impoverished areas of the city; and
Whereas, Examination of 2012 U.S. Census Bureau data finds that, for the Promise Zones identified in the Milwaukee Promise Zone Report:
1. Fewer than 62% of 18- and 19-year-olds are enrolled in school, compared to 76.9% citywide and 77.1% statewide.
2. Fewer than 11% of residents age 25 and over have attained a bachelor’s degree or higher, compared to 21.7% citywide and 26.4% statewide.
3. Over 45% of households make less than $25,000 annually, compared to 36% citywide and 22% statewide.
4. The median household income is less than $26,000, compared to nearly $36,000 citywide and over $52,000 statewide.
