The purpose of this substitute resolution is to reserve $300,000 from the Common Council Contingent Fund to cover expenses that will be incurred during interest arbitration between the City of Milwaukee and the Milwaukee Police Association.

BODY:
Whereas, The Milwaukee Police Association, Local #21, IUPA, AFL-CIO, has filed a petition requesting the Wisconsin Employment Relations Commission initiate compulsory final and binding arbitration pursuant to Sec. 111.70(4)(jm) of the Municipal Employment Relations Act, for the purpose of resolving an impasse arising in collective bargaining between it and the City of Milwaukee; and

Whereas, The Wisconsin Employment Relations Commission, having conducted an investigation and having certified that an impasse exists between the Milwaukee Police Association and the City of Milwaukee, has ordered that compulsory final and binding interest arbitration be initiated for the purpose of issuing a final and binding award to resolve the impasse existing between said City of Milwaukee and the Milwaukee Police Association; and

Whereas, The Department of Employee Relations is the city agency whose responsibility it is to conduct on behalf of the City of Milwaukee the above-mentioned interest arbitration; therefore, that agency should be given authorization to contract with the consultants and providers of services of its choice as may be necessary to conduct such interest arbitration; and

Whereas, The total cost of conducting the interest arbitration is estimated at approximately $300,000; now, therefore, be it

Resolved, By the Common Council that the sum of $300,000 shall be reserved in the Common...
