Analysis
This resolution approves a federal grant agreement between Port Milwaukee and the U.S. Department of Homeland Security (DHS). The grant will help the Port implement the Area Maritime Security Plan, facility security plan(s), and port-wide risk management efforts. The grant addresses vulnerabilities at Port Milwaukee identified by the Cybersecurity and Infrastructure Security Agency at DHS. The resolution also authorizes Port Milwaukee to accept, fund and expend the grant funds and to execute necessary documents.

Whereas, Port Milwaukee strengthens the overall economic and social environment of the city of Milwaukee and the Great Lakes region by increasing international trade, business development, and job creation; and

Whereas, Port Milwaukee generates $100 million in local economic activity and regional business revenue annually through its ongoing commercial, cruise-ship and multimodal activity in Milwaukee; and

Whereas, Port Milwaukee is responsible for the maintenance, repair and replacement of its capital assets and transportation infrastructure; and

Whereas, Port Milwaukee capital assets and transportation infrastructure must be maintained and operated in a safe and secure fashion in accordance with local, state and federal requirements; and

Whereas, The City of Milwaukee appears to be eligible for a 2022 U.S. Department of Homeland Security (DHS) Port Security Grant; and

Whereas, The 2022 DHS Port Security Grant provides funding to local partners to help protect critical port infrastructure from terrorism, enhance maritime domain awareness, improve port-wide maritime security risk management, and maintain and strengthen maritime security mitigation protocols that support port recovery and resiliency capabilities...
