Resolution relating to application, acceptance and execution of funding of a Green Solutions grant from MMSD for the installation of eight green alleys to be constructed as part of the City’s 2026 alley reconstruction program and authorizing entry into a post installation Maintenance Covenant with MMSD, in the 2nd, 3rd, 6th, 7th, 8th, 10th, and 15th Aldermanic Districts.
Analysis
This resolution authorizes the Department of Public Works, Infrastructure Services Division, to apply for and accept Milwaukee Metropolitan Sewerage District Green Solutions grant funding for the construction of green alleys in the City of Milwaukee in the amount of $1,000,000 to install eight green alleys that will be constructed as part of the City’s 2026 alley reconstruction program. The resolution also authorizes the Commissioner of Public Works to execute a post installation Maintenance Covenant with the MMSD.

Body
Whereas, The Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and

Whereas, Green infrastructure, such as green alleys, reduces the volume of stormwater in the sewer system and the amount of pollutants discharged to surface waters; and

Whereas, Green alleys consist of permeable pavers constructed in the center 4-foot of newly reconstructed alleys; and

Whereas, MMSD desires to promote the installation of Best Management Practices such as green alleys and is willing to provide the City funding as part of its Green Solutions Program; and

Whereas, The City plans to construct the green alleys at the following locations in the areas bounded by:

· W. Fond du Lac Ave., W. Meinecke St., W. Wright St., N. 22nd St., N. 23rd St.
· W. Greenfield Ave., W. Orchard St., S. 22nd St., S. 23rd St.
· W. Fiebrantz Ave., W. Hope Ave., N. 62nd St., N. 63rd St.
· W. Hopkins St., W. Townsend St., N. 22nd St., N. 23rd St.
