Title
Substitute resolution directing the Department of Employe Relations to provide regular reports relating to the cost of implementing certain labor agreements.
 
Analysis
This resolution directs the Department of Employe Relations to provide monthly reports to the members of the Common Council detailing the costs incurred by the City by having extended medical benefits to the domestic partners of City employes beginning Pay Period One, 2002.  Such reports are to be provided beginning on March 1, 2002.
 
Body
Whereas, The Common Council, on August 2, 2001, adopted File Numbers 010338 and 010341 and, in so doing, extended medical benefits to the domestic partners of City employes, effective Pay Period One of 2002; and
 
Whereas, The City has had no experience with providing this benefit in the past; and
 
Whereas, Although more and more employers, both in the public and private sectors, have been extending benefits to the domestic partners of their employes, key questions like participation rates and claim histories remain unanswered; and
 
Whereas, The cost of health insurance has been and continues to grow at a rapid pace and seems certain to remain a significant municipal expense for the foreseeable future; and
 
Whereas, In the interest of maintaining a reasonable level of fiscal accountability, Common Council members are obligated to monitor costs of this type; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Employe Relations is directed, beginning March 1, 2002, to provide monthly reports to each member of the Common Council detailing the cost of providing medical benefits to the domestic partners of City employes.
