HISTORIC PRESERVATION COMMISSION
|
Minutes note: Ms. Dana Zelazny present for Ms. Hatala.
Ms. Keating Kahn does know the applicants who have done some work for her.
No specific location has been decided for the skylights, but they must not be visible to the public. Staff recommends denial, but if approved would require that the gutter downspouts be kept.
Anne Devitt and Edward Hoffmann present - owners
Ms. Devitt said their house was built in 1905, not 1891, per Historic Milwaukee and the official name is Krause House, as he was the first owner. Ms. Devitt provided materials for the Commissioners, which are in the file. They bought the house in 2002 and now the roof condition is causing interior damage. They have been good stewards of the neighborhood. She designed an "Adopt a Home" program when she was a board member of the Historic Concordia Neighborhood Association. They were able to obtain a $25,000 loan to re-roof the house, but the slate roof estimate is $90,000. There are 10 houses within 3 blocks of them that are abandoned or boarded up. They are not removing the slates on the sides of the dormers. The skylights, when placed, will not be visible from the public sidewalk, but will be on the back dormers.
Samuel Ward - Infinity Exteriors - certified master shingle applicator - would use Landmark Pro - would use a lot of depth compared to other asphalt shingles. The shingles would have variegated colors.
Supporters of the owners' request:
Patrick Devitt - 1610 N. Prospect Ave. - brother of owner
Janet Matthews - 3033 W. Kilbourn Ave.
Ed Sahagian-Allsopp - 842 N. 29th St.
Beth Sahagian-Allsopp - 842 N. 29th St.
Melanie Burns - 506A W. Vliet St.
Grace Jung - 831 N. 28th St.
Mary Devitt - 4920 N. Newhall - sister of the owner
Mr. Jarosz asked to see several estimates for a slate roof and also asked the owners to submit information on how the skylights would be hidden from the public view. The owner is capable of retaining the gutters and the slate cladding on all the dormers. Mr. Jarosz said there should be no artificial shadow lines on any asphalt shingles selected.
Mr. Williams noted that this house is on a dead-end street and only two people can see the roof, both of whom are in the audience supporting the asphalt roof. A very small portion is ever visible from the public right of way.
Mr. Williams moved approval, on the condition that the applicant work with staff on asphalt selection, the copper gutters and dormer slates be retained and the skylights are not visible from Kilbourn Ave., then he supports the addition of the skylights, seconded by Ms. Pieper Eisenbrown. There were no objections.
