Resolution approving the proposed agreement with the U.S. Department of Housing and Urban Development for repayment of unsupported / disallowed housing assistance payments in the amount of $2.9 million dollars.

Body
WHEREAS, the Housing Authority of the City of Milwaukee (HACM) receives federal funds through the U.S. Department of Housing and Urban Development (HUD), Office of Public and Indian Housing, Office of Housing Voucher Programs, authorized under Section 8 of the United States Housing Act of 1937, as determined by the allocation of budget authority for renewal of expiring Consolidated Annual Contributions Contract funding increments formula specified in 24 CFR Part 982; and
WHEREAS, the Quality Assurance Division (QAD) conducted a Financial Management Review / Management and Operations Review that resulted in report QAD-FMR-MOR-2022-WI002 dated April 10, 2023, in which HUD concluded that HACM owes its Housing Choice Voucher program $2,900,000 in Housing Assistance Payment (HAP) funds that must be repaid to HUD; and
WHEREAS, the HACM Chief Operating Officer received HUD’s proposed HAP Repayment Agreement (attached) from Nicole Jackson, Senior Quality Assurance Specialist at the U.S. Department of Housing and Urban Development, on July 1st, 2026; now therefore be it;
RESOLVED, by the HACM Board of Commissioners that the proposed Repayment Agreement is approved for execution by HACM and submission to HUD; and therefore, be it,
FURTHER RESOLVED, that the proper officers of HACM are hereby authorized and directed to properly and timely execute and submit said Repayment Agreement to HUD for and on behalf of HACM.
