Analysis
This substitute resolution authorizes the proper City officials to enter into a Streetscape and Façade Enhancement Agreement with Miller Brewing Company. The project's scope includes improving the street and sidewalk areas along West State Street from North 37th Street to North 46th Street as well as improvements to several of Miller Brewing Company's buildings along West State Street. A Local Transportation Enhancement Grant was obtained to help pay for 80 percent of the streetscape work. This Agreement calls for the City and Miller Brewing to split the balance of the streetscape project costs. In addition, Miller will receive a façade grant award to defray 30 percent of the cost of their building upgrades.
Body
Whereas, Miller Brewing Company ("Miller") is one of the City of Milwaukee's ("City") great corporations, employing over 2,100 individuals and whose brewery and corporate offices are located along West State Street in Miller Valley; and

Whereas, Tours of the brewery are a long-standing favorite for over 100,000 visitors per year, making it one of the larger tourism venues in the City; and

Whereas, Over 11,000 average daily trips are taken on West State Street through Miller Valley; and

Whereas, Miller worked successfully with the City to obtain a $1,164,872 Local Transportation Enhancement Grant from the State of Wisconsin for the State Street Streetscape Project; and

Whereas, Miller is prepared to further improve this area by investing several hundred thousand dollars to upgrade the facades of many of their buildings along West State Street; now, therefore, be it
