This resolution directs the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of legislation to include the failure of 5-year-old children enrolled in school to attend school in the statutory definition of "truant" and "truancy".
Body
Whereas, Section 118.15(1)(a), Wis. Stats. requires, with certain exceptions, that persons having the custody of children between the ages of 6 and 18 ensure that the children attend school regularly; and
Whereas, Sections 118.16(1)(c) and 118.163(1)(d), Wis. Stats., respectively define "truant" and "truancy" in terms of a failure to attend school in compliance with the State of Wisconsin's compulsory education law as set forth in s. 118.15(1)(a); and
Whereas, Children are increasingly likely to first enroll in school at age 5; and
Whereas, When a child is enrolled in school, the district in which he or she enrolls is obligated to allocate sufficient resources to ensure his or her education; and
Whereas, Educational research has demonstrated the importance of stressing regular school attendance to even the youngest students and their parents, establishing strong attendance patterns for later life; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division, is directed to seek introduction and passage of legislation to include the failure of 5-year-old children enrolled in school to attend school in the statutory definition of "truant" and "truancy".
