Minutes note: June 12, 1997 The Honorable Common Council of the City of Milwaukee City Hall, Room 205 Milwaukee, WI 53202 Honorable Members of the Common Council: I am vetoing Common Council Fle Number 970085, a substitute ordinance to amend the 1997 rates of pay of offices and positions in the City Service under control of the Common Council. My objection is to your last-minute action to reduce the salary of the chairman of the Board of Zoning Appeals by $35,000 per year and to increase the salary of the board’s administrative officer by $35,000 per year. The Board of Zoning Appeals is undergoing changes in its members and in its process and procedures. It remains to be seen how much of the workload will be done by the Chairman, how much is to be done by the administrative officer, or whether there even will be a need for an administrative officer once new procedures are in place. This restructuring may actually result in a salary savings for the city. If, after BOZA’s reorganization is complete, it becomes evident there is a need for an administrative officer and that the person in that position is doing a substantial amount of the work of the board, I would join you in supporting such a change in the salary ordinance. Given that, I ask that you sustain my veto of this ordinance and send it to me without the BOZA salary change. JOHN O. NORQUIST Mayor

Substitute ordinance to further amend the 1997 rates of pay of offices and positions in the City Service under control of the Common Council.
BODY:
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 1 of ordinance File Number 961001 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

Under Pay Range 047, delete the title "Chairman, Board of Zoning Appeals 1/" and add the title "Administrative Officer, Board of Zoning Appeals 1/."

Part 2. Section 2 of ordinance File Number 961001 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

Under Salary Grade 002, delete the title "Legal Assistant" and substitute in lieu thereof the title "Paralegal."

Under Salary Grade 006, add the title "Pension Investment Analyst."

Under Salary Grade 008, delete the title "Automation Services Administrator."

Under Salary Grade 009, add the title "Court Systems Administrator."

Part 3. Section 3 of ordinance File Number 961001 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

Under Pay Range 270, add the title "Automotive Services Specialist."

Part 4. Section 8 of ordinance File Number 961001 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

Under Pay Range 515, after the title "Computer Programmer I", add a footnote designation "2/" to read:

"2/ Effective 4/7/97, one position of "Computer Programmer I" filled by Jason Stenglein, to be paid at a rate of $1,022 biweekly until the individual is eligible to be advanced to the second step of the grade."

Under Pay Range 526, after the title "Water Chemist I", add a footnote designation "1/" and add footnote "1/" to read: "1/ Effective March 9, 1997, upon attaining a State of Wisconsin cert...
