Title
Motion amending the Common Council Procedure and Rules relating to the assignment of council members to committees by the Common Council President.
Analysis
This motion requires the Common Council President to appoint each member to no fewer than two committees, unless a member is under investigation for or has been convicted of a serious criminal offense. It also clarifies that the Common Council President may remove any member from a committee who is under investigation for, or who has been convicted of, a serious criminal offense.
Body
It is moved, by the Common Council of the City of Milwaukee as follows;
Part 1. Article II, Section 1 of the Common Council Procedure and Rules is amended to read:
ARTICLE II
COMMITTEES
Section 1. Standing Committees. The following standing committees, including their chairs and vice-chairs, shall be appointed by the president. >>The president shall appoint each common council member to no fewer than two committees, except that the president may decline to appoint to a committee, and may remove from a committee, any member under investigation for, or who has been convicted of, a serious criminal offense.<< Members are required to serve on all committees to which they are appointed. In the absence of the chair, the vice-chair shall carry out the duties of the chair. In the absence of both the chair and vice-chair, the duties of the chair shall be carried out by one of the remaining members, in the order by which they were appointed to the committee by the president. All committees shall consist of 5 members. The standing committees shall be given the following assignments:
